VEOHRC Submission to the Draft National Indigenous Law and Justice Framework
The Commission has made a submission regarding the Draft National Indigenous Law and Justice Frameworkbeing developed by the Standing Committee of Attorneys-General (SCAG) Working Group on Indigenous Justice.
The submission welcomes the draft Framework's emphasis on tackling both the causes and effects of poorer justice outcomes for Indigenous Australians. In the submission the Commission encourages governments to integrate a human rights approach to the implementation of the Framework and offers a model we have adopted within the Commission as a means of approaching that task (PANEL).
The submission emphasises that human rights policy design and service delivery is holistic and based on principles of fair and non-discriminatory treatment, participation and empowerment, transparency and accountability, and linkages to human rights. We translate this into the acronym PANEL, which the Commission views as a critical process.
The Commission looks forward to working with the Victorian Government, stakeholders and Indigenous communities in realising better justice outcomes for Indigenous people through a sustained effort to tackle the systemic discrimination and human rights issues identified in the Framework, and through the delivery of services here at the Commission.
